Dr. Janelle Porter, LCSW
Board Chair
Dr. Janelle Porter is the Assistant Superintendent of Student and Community Services for North Kansas City Schools. Janelle is a Licensed Clinical Social Worker and is trained in several therapeutic modalities including Trauma-Focused Cognitive Behavioral Therapy and EMDR. Janelle earned a bachelor’s in psychology from Truman State University, a master’s in social work from the University of Kansas, and a doctorate in Social Work from the University of Southern California. Janelle was recently honored as the School Social Worker of the Year for the State of Missouri by both the School Social Workers Association of Missouri and the School Social Work Midwest Council.
Lee Fetter
Executive Board Member
Lee Fetter’s background as an executive leader in academic medicine and healthcare began in 1983 when he was appointed Chief Financial Officer for Washington University School of Medicine followed by his appointment as Associate Vice Chancellor for administration and finance and Chief Operating Officer of Washington University Physicians. In 2002, he was recruited by BJC Healthcare as the President of St Louis Children’s Hospital and, ten years later, promoted to the role of Group President for BJC, overseeing six hospitals in the metropolitan St. Louis region. During this 35 year period, he also served on a number of non- profit organizations including the March of Dimes, Parents as Teachers, the Leukemia and Lymphoma Society and Mid America Transplant. Lee holds a bachelor’s degree from St Louis University and a master’s degree in Higher Education Administration/Finance from Harvard University.
Dr. Sarah Garwood
Executive Board Member
Sarah Garwood is an outstanding leader in community adolescent medicine. As an Associate Professor in Pediatrics, she provides care for complex adolescent patients. Families seek her out, and her clinical times are always overflowing.
She used her skills to help even more youth after the events in Ferguson, MO. In 2015, with community and school leadership partners, she developed and founded what is now the school-based health center in Jennings MO, The SPOT@Jennings. This comprehensive team, serving hundreds of patients in Jennings High School, provides health and mental health resources and linkage to social services for young people. Sarah’s efforts have made her a leader for school- based health in the state and beyond.
Casey Hansen
Executive Board Member
Casey Hanson is the Deputy Director at Kids Win Missouri and plays a leadership role in the organization’s stakeholder engagement initiatives and child health policy. Prior to her current role, Casey was the Policy and Communications Coordinator for the Missouri AfterSchool Network (MASN). She also has years of experience working in government and politics in Missouri as a legislative staffer in the Missouri House and organizer on multiple issue-based and candidate campaigns. Casey’s passion for working on child well-being issues has been fueled by her direct experiences as a program volunteer, staff person, and parent. She currently serves on the boards of the Show Me School Based Health Alliance and Lemay Child and Family Center. Casey is a proud Mizzou alum and currently resides in St. Louis with her husband and her two sons.
Dr. David Ulrich
Executive Board Member
Dr. David Ulrich has been recognized as an outstanding educator throughout 31 years of service on behalf of students, including 23 years in leadership. His career began as a middle school alternative education teacher in Phoenix, Arizona. He worked as a teacher, principal, and district-level administrator in the Kansas City, Missouri metropolitan area for 15 years. For the last nine years he has been a superintendent of schools. First, in Moffat County, Colorado and, in 2020, he was named superintendent of Kirkwood School District in suburban St. Louis, Missouri. Dr. Ulrich graduated from Arizona State University with a bachelor’s degree in psychology. He also holds a master’s degree in secondary curriculum and instruction from Arizona State University. He earned his doctorate in education leadership from St. Louis University in 2005.
Melissa Randol, JD
Executive Board Member
Melissa Randol is the Executive Director of the Missouri School Boards’ Association. Prior to being named the Executive Director for MSBA in 2015, Randol served the association for more than 20 years in various roles, including General Counsel, Deputy Executive Director, and state and federal lobbyist. She also serves as the Chief Executive Officer of the MSBA FutureBuilders Foundation.
Melissa earned her Bachelor of Science degree in Economics and Accounting from Missouri State University and her Juris Doctor from the University of Missouri-Columbia.
Melissa serves the education community in a number of roles, including former Chair of the Missouri Education Roundtable; officer of the Missouri Securities Investment Program; chair of the Missouri Bar Committee on Citizenship Education; co-chair of the Show-Me School-Based Health Alliance; co-chair of Local Leaders Partnership; Missouri Rural Development Partnership Board Member; Executive Director Liaison to the National School Boards Association; and a member of the National School Boards Action Center’s Advisory Committee.
Michael Loynd, JD
Executive Board Member
A graduate of the Washington University School of Law, Michael manages the Interco Charitable Trust and is co-owner of St. Louis Transportation. He is also the bestselling author of All Things Irish, and Random House’s award-winning nonfiction book The Watermen, about Charles Daniels and the rise of USA Swimming. Michael cares deeply about the St. Louis region and has long been engaged as a civic ally. In addition to the Sports Commission, he serves on several local boards, including Greater St. Louis, Inc., Forest Park Forever, and The Muny.
